I completed the PM report first, I was present the whole day other then leaving for approximately 40 minutes around noon. See closing report for first incident, poll watcher not allowed by Chief to view scanner and pollbook info, relegated to chair at end of pollbook table. Everything else happened in PM shift. The counts entered for the scanners in this report were from the list of scanners provided by the poll watcher support group to all poll watchers.

There was one person who reported to vote and the poll book indicated that she had already voted. The Chief determined that a mistake by an election worker in training had hit a button twice leading to registering the ballot. The Chief cancelled the ballot and asked the person to complete a ballad and vote successfully.

The Chief indicated upon my check in that only one representative from each party would be allowed to stay and be a part of the closing analysis and tabulation. I indicated that I would check with him at the close to determine whether I would be necessary. There were two Republican poll watchers and one Democratic poll watcher. I conferred with the Chief at the end and he again indicated that only one per party after close. I conferred with the other poll worker and we determined that she would remain as there was some conflict as her name had not originally showed up on the sign in form. My name did show up. Her name was Patricia Breaualt. We agreed to share our insights during the day as to develop a complete description of the hours we had both worked. I left after our discussion and I did not seek to get tape numbers, or other items referenced on the form.

There was one person who reported to vote and the poll book indicated that she had already voted. The Chief determined that a mistake by an election worker in training had hit a button twice leading to registering the ballot. The Chief cancelled the ballot and asked the person to complete a ballad and vote successfully.

The Chief indicated upon my check in that only one representative from each party would be allowed to stay and be a part of the closing analysis and tabulation. I indicated that I would check with him at the close to determine whether I would be necessary. There were two Republican poll watchers and one Democratic poll watcher. I conferred with the Chief at the end and he again indicated that only one per party after close. I conferred with the other poll worker and we determined that she would remain as there was some conflict as her name had not originally showed up on the sign in form. My name did show up. Her name was Patricia Breaualt. We agreed to share our insights during the day as to develop a complete description of the hours we had both worked. I left after our discussion and I did not seek to get tape numbers, or other items referenced on the form.

Yes, operational. Election software on one pollbook terminated but was quickly reactivated and brought back in synch. Pretty sure it was VAPM-72.

The boxes for these closing questions accept only numbers yet they all require yes or no answers. I zeroed them out. Here are answers for these questions: 3 tapes: yes, ballot removal: yes , counted: no, flash drive: yes, same 2 collectors: yes, vdrive serial #'s: yes, unused ballots Box 6: yes, drop box ballots: yes, there were 13 ballots

At opening Chief refused to allow me, the only poll watcher to obtain scanner and pollbook info including counts. I was relegated to a seat at the end of the check-in table., although being there slightly before 5am and slightly ahead of the Chief. The opening lifetime counts I entered on this form were taken from the scanner list which was provided to me by the republican poll watcher organization and verified by subtracting the closing ballot count from the closing lifetime count on the scanner. I was not allowed to roam (leave my chair) during voting. I did so however on 4 or 5 occasions walk up to the Chief's table approaching the Assistant Chief who answered my questions.

Just a note: one EO in placing ballots in the box at close-out thought she saw a ballot that had multiple selections in one category. If correct this could explain why the ballot count exceeded the poll count by one.

I stopped the Chief as he was walking out of the building with the box of scanned ballots, without any signatures. He was half way out of the cafeteria (to the outside building door) as he suddenly yelled over his shoulder "good night" to everybody and that they were all done and they could go home. This was the first and only time that he had said anything about closing for the night (all of the other boxes and envelopes were still being organized to leave and they were doing their final checks for required signatures).

As the Chief was about to leave with the un-signed ballot box, I called him out (in front of everyone) and said that the ballot box hadn't been signed yet. He called/yelled back to me that, yes, they had been signed.

I then told him that they were missing their yellow signature sticker (and signatures) from the top of the box. He then told me that they don't use those yellow signature stickers anymore. I told him, okay, but if that's the case, the ballot box still hadn't been signed by anybody, not on any labels.

At that point, one of the Election Officers (maybe the Asst. Chief?? They weren't wearing "Chief" badges) ran across the room, and over to the Chief in order to make him stop walking away (because the Chief had continued walking to the door with the ballot box on his shoulder).

The Election Officer had got the Chief to pause - I then ran over to them, and pointed to the original white sticker label that was on the side of "Box 3", and showed that even that sticker label didn't have even one signature on it.

((I should note that the tamper tape was previously put by one of the Election Officers over and down the middle of this "Box 3" white sticker label on the side of the #3 ballot box,). The tamper tape therefore literally cut down and through the middle of the "Box #3" sticker label (and also through much of the typed text that was on the actual label, as well as right down the middle where signature lines were.))

After I again told the Chief that there were zero signatures on Ballot Box #3, the Chief then agreed to have the Election Officers sign the white #3 Box sticker label, that already had the tamper tape running thought it (the tamper tape ran top to bottom of the white label, cutting it into a "left" side and a "right" side).

The Election Officer then had the Election Officers sign the white #3 Box label - the EOs squeezed in their signatures as best as they could, a long the two margins of the label, considering the tamper tape cut through the label.

Unfortunately, because the other Election Officer had put the tamper tape through the label, I was unable to read any of the information on the label - so I am not able to verify if the scanner number listed on it was accurate. What I can confirm is that the one and only box of scanned ballots (in Box #3) originated from Scanner #2, which was the only scanner used for for voting since my arrival at 9:15AM. I was told that the Election Office told the Precinct this morning to only use one of the scanners, due to a high early-voting turnout this election season.

Lastly, while this was all going on, I lost track of what happened to Envelope #9 with the Drop Box ballots. It had been previously signed by 1 Election Officer. I wasn't able to see if it was properly sealed (I was waiting for the Chief to finish, and to sign the #3 Ballot Box, etc). So, in summary, I'm not sure if the #9 Envelope was eventually signed by a second Election Officer or not.

I believe that all other boxes and envelopes were signed, though, since the Chief started walking off, things got a bit disoriented (nobody seemed to know they were actually about to leave) - people started bringing boxes outside and putting them in the dark. There wasn't any public discussion of what was happening, or who was taking the boxes/envelopes to the Clerk of the Court, etc. I stood outside with the boxes and equipment and waited to see that the Chief was bringing his car to pick them up. There were a few remaining Election Officers who were standing there waiting for rides, etc. As far as I know, the Chief was the only person returning any election material. When I asked, nobody seemed to know of any "2-person teams", etc.

Lastly, throughout the day, the Chief was incredibly nice, and always answered my questions. Honestly, going above and beyond to show me that he wanted a transparent process. That being said, he honestly seemed a bit "too nice". Then, the way he just abruptly started walking out on his own with the un-signed ballot box was extremely weird. I've Poll Watched multiple times, and have NEVER seen anything like this; No, "thank you, team," or, "we just have to do X or Y before we leave, etc" - it was extremely abrupt, and he was literally almost at the outside door with the ballot box when he yelled back to us all over his shoulder that we were finished.

After he agreed to have the Election Officers sign the white label, one of the Officers nodded her head to me, demonstrating her support for me calling out her Chief, and demanding signatures. Sadly, some EOs seemed like the lack of signatures was a non-issue, and then a few Election Officers (and the Democrat Poll Watcher) seemed annoyed that I had called this out. I thought that the reaction of my fellow-Poll Watcher was also very strange. That being said, it was very late, and most of these people had been up since 3AM, but it was a very strange response by some of these people - in particular, since the Chief didn't even apologize for being wrong about the signatures.

I did not get the count of provisional ballots. I was not there for the opening shift, so the questions pertaining to that shift were "no" or not applicable for me.
