VA “Provisional” Ballots

The number of ballots in “Provisional” status is growing. This is to be expected because Virginia began allowing “same day voter registration” on 1 October, and same-day votes are to be labeled Provisional.

A handful of ballots were Provisional status prior to 1 October, and this ought to be explained. The steady increase of Provisional ballots started on 19 October. The count of Provisional ballots is currently growing by approximately 200 ballots each day. This number is expected to grow exponentially as we approach election day.

The root cause of the Provisional ballot increase is most likely “same day registration and voting” but a detailed study has not yet been performed.

Variances Observed in TX Early Vote Data

Recently I’ve started downloading all of the data from the TX secretary of state website multiple times per day. Each time I download the data I grab new versions of files representing how many Mail-In or In-Person votes have happened since mail-in votes have started to be accepted, according to the TX SOS. Note that this TX Early Voting return data, which is required by law to be publicly posted daily, is supposed to reflect the number of voted ballots (either In-Person or Mail-In) per the previous days in the ongoing election and serves as the official public record of these ballot transactions.

The TX SOS does site not post the cumulative results, but instead has individual links by day that show the totals of each category of voted ballot. I have downloaded copies all of this data over multiple days.

Now you would think, that if the TX SOS data was trustworthy and accurate, that I shouldn’t see differences in the historical data on the TX SOS site day to day. I should see new data as a newly available download, but the data associated with previous days results should stay the same.

… except it doesn’t.

In the gallery below are 3 separate graphs of the data pulled from the TX SOS site. Each pull of the data grabbed the entire history of the data.

If you play the images in sequence you will notice that between the 1st (captured on 10/26 @ ~3pm) and second image (captured 10/27 @ ~7am) there are a few thousand ballots that suddenly appear in the Mail-In ballot trace attributed to 10/22. Between the second and third image (captured 10/27 @ ~9PM) you will see that there are a handful (~10) of ballots that get retrospectively added to the In-Person ballot totals attributed to 10/17 and 10/18.

What is the explanation for these additions?

2022 General Election GA Daily Absentee Report Statistics

Similar to the statistics that I have been computing for the VA Daily Absentee List (DAL), I have also been collecting the daily early voting reports from the GA secretary of states website. These are also a set of cumulative files that track the status of early and absentee ballots.

I’m using the same set of processing techniques on the GA data as I am doing with the VA datafiles, save for some slight tweaks due to differences in the datasets. (1) GA doesn’t have the ‘Marked’ or ‘Pre-Processed’ distinction in how they track their mail in ballots like VA does, those records are all simply labeled as ‘Mail-In’. (2) GA has an ‘Electronic’ category for ballots, which I’m assuming is the equivalent of the ‘FWAB’ category in VA.

There are two plots below representing the same data, one plot with a linear y-axis and the other with a logarithmic y-axis. The x-axis is the date that each DAL file processed was archived and pulled from the Dept of Elections servers. Solid traces are directly extracted data from the DAL files. Dashed traces are computed metrics such as the number of “vanished” voters detected. Red datapoints are placed on traces that exhibit questionable behavior, for example if the number of “approved” and “countable” ballots ever decreases, etc. Vertical dotted lines indicate important dates.

All of the latest plots for every locality and precinct as well as the corresponding underlying CSV data files will be updated daily, and you can download them here.

Difference in number of duplicated records in the VA RVL from 2021-2022

Since I know there have been a number of registrars and volunteers around the state that have been working to try and improve the maintenance of the VA voters rolls, I thought people would be interested in some summary results that I can now compute. While there is still plenty of work to be done, we have at least made some progress.

Below you will find the graph of the number of detected duplicate records in the statewide VA Registered Voter Lists as pulled on 2021-11-06 and 2022-09-22. The duplicate detection is based on an exact match of the join of (First Name + Middle Name + Last Name + Suffix + DOB + Gender) fields.

The total number of duplicate records detected in the 2021-11-06 RVL was 1882, and the total number of duplicate records in the 2022-09-22 RVL was 1471. Thats a 21% reduction in the number of duplicated voter records!

Interestingly enough, many of the duplicates actually cross over between multiple localities, so it is possible that many of these duplicated records are people that legitimately moved, but for some reason were given a new voter ID in the new locality and the old locality never removed their record. (A persons voter ID is supposed to be unique to them and ‘follow’ them throughout moves, etc.)

Vanishing Voter ID’s in sequential 2021 DAL files

During the 2021 election I archived multiple versions of the Statewide Daily Absentee List (DAL) files as produced by the VA Department of Elections (ELECT). As the name implies, the DAL files are a daily produced official product from ELECT that accumulates data representing the state of absentee votes over the course of the election. i.e. The data that exists in a DAL file produced on Tuesday morning should be contained in the DAL file produced on the following Wednesday along with any new entries from the events of Tuesday, etc.

Therefore, it is expected that once a Voter ID number is listed in the DAL file during an election period, subsequent DAL files *should* include a record associated with that voter ID. The status of that voter and the absentee ballot might change, but the records of the transactions during the election should still be present. I have confirmed that this is the expected behavior via discussions with multiple former and previous VA election officials.

Stepping through the snapshots of collected 2021 DAL files in chronological order, we can observe Voter IDs that mysteriously “vanish” from the DAL record. We can do this by simply mapping the existence/non-existence of unique Voter ID numbers in each file. The plot below in Figure 1 is the counts of the number of observed “vanishing” ID numbers as we move from file to file. The total number of vanishing ID numbers is 429 over the course of the 2021 election. Not a large number. But it’s 429 too many. I can think of no legitimate reason that this should occur.

Now an interesting thing to do, is to look at a few examples of how these issues manifest themselves in the data. Note that I’m hiding the personally identifiable information from the DAL file records in the screenshots below, BTW.

The first example in the screenshot below is an issue where the voter in question has a ballot that is in the “APPROVED” and “ISSUED” state, meaning that they have submitted a request for a ballot and that the ballot has been sent out. The record for this voter ID is present in the DAL file up until Oct 14th 2021, after which it completely vanishes from the DAL records. This voter ID is also not present in the RVL or VHL downloaded from the state on 11/06/2021.

This voter was apparently issued a real, live, ballot for 2021 and then was subsequently removed from the DAL and (presumably) the voter rolls + VERIS on or around the 14th Oct according to the DAL snapshots.  What happened to that ballot? What happened to the record of that ballot? The only public record of that ballot even existing, let alone the fact that it was physically issued and mailed out, was erased when the Voter ID was removed from DAL/RVL/VHL records.  Again, this removal happened in the middle of an election where that particular voter had already been issued a live ballot!

A few of these IDs actually “reappear” in the DAL records.  ID “230*****” is one example, and a screenshot of its chronological record is below.  The ballot shows as being ISSUED until Oct 14th 2021.  It then disappears from the DAL record completely until the data pull on Oct 24th, where it shows up again as DELETED.  This status is maintained until Nov 6th 2021 when it starts oscillating between “Marked” and “deleted” until it finally lands on “Marked” in the Dec 5 DAL file pull.  The entire time the Application status is in the “Approved” state for this voter ID.  From my discussions with registrars and election officials the “Marked” designation signifies that a ballot has been received by the registrar for that voter and is slated to be tabulated.

I have poked ELECT on twitter (@wwrkds) on this matter to try and get an official response, and submitted questions on this matter to Ashley Coles at ELECT, per the advice of my local board of elections chair. Her response to me is below:

VA 2020 and 2021 Machine Tapes Compared to Official Results for a single VA County

Walt Lantham, the registrar of York county (yes … it’s York County … don’t worry … I asked Walt if he was ok with me identifying him and the locality publicly before making this update) generously reached out and contacted me to try and clear up some of the original numbers I posted below. We had a long and detailed couple of phone calls (over two hours in total) and went over all over these results in detail. It turns out that I was missing the hand counted ballot tally sheets from the data that I had received. This cleared up most of the technical issues with the 2021 data and all but 1 issue with the data below for 2020. The remaining issue is the discrepancy with the official State CSV files, which is outside of Walt’s ability to diagnose. Our discussion also brought up some of the interesting procedural issues and challenges related to data reporting, retention, maintenance and general practices as well. I’ll touch on that in a bit. It was a great conversation and a big thank you to Walt and his staff for taking the time to address these issues in detail.

Special thanks again to the grassroots folks in VFA, and throughout the state, for all their hard work in collecting the machine tape information for various localities. There were a few localities that provided not only the 2021 machine tapes, but the 2020 versions as well! The first one of those that I have compiled all the data for is reported below. As with all of my results, I invite those that wish to replicate, validate or refute to contact me and I will happily provide the necessary details and data files.

I believe we have some significant issues with our elections in VA. The data below helps clearly make that case, in conjunction with the multiple other data analyses that I’ve done and posted here on my blog. The data below is only from a single locality in the state (I am working on others). I am purposefully summarizing the data and abstracting which locality this represents, as I do not want to jeopardize any potential legal proceedings or official investigations. But I do feel strongly that the “fact of” this information needs to be made public and become part of the discussion on the matter. (And … just to be clear … the background image for this blog post is the tapes from a different locality in 2021 only, which I discussed here)

I’ll note that the machine tapes and Statements of Results (SORs) are the “gold standard” to measure the published election results against in VA. Once a vote is cast on a machine, there is no process for it to be removed from the official vote count. Each ballot category is supposed to be scanned into a set of dedicated machines. Provisional ballots have their own dedicated machines that they get scanned into. Mail-In ballots have their own dedicated machines. Early In-Person ballots get their own machines, as do the In-Person Early and Day-Of ballots.

Ballots that cannot be scanned for some reason must be hand counted. This hand counting and verification is performed at the post-election canvass. In my discussion with Walt, we noted the fact that there is no requirement for the hand-count tally worksheets used during the canvass to be included in the statement of results reports that are available for the public to view. There is also no mechanism for the state to track or delineate the numbers of hand-counted ballots, or way for voters to know the various reasons why ballots needed to be hand counted in the first place. But luckily for me … Walt keeps good notes and records, and e-mailed me a copy of the Tally sheets that he preserved from the canvass for my records and to fill in the data gaps.

There should be zero difference from the sum of these reports (including the hand counts) to the reported official results, save for very very very small and rare documented errors and issues. Maaaaaybe 1 or 2 differences here and there, but nowhere near the results presented below when compared to the State CSV files. I have talked to multiple elections officers, public officials, registrars and lawyers and ALL of them have agreed with this sentiment.

Input Data:

The official results are supplied by the VA Dept. of Elections (ELECT) website in a csv file for 2020 (here) and 2021 (here). Additional versions of the official results are reported through a web portal to the ELECT historical archive for 2020 (here). Turnout numbers are supplied similarly from csv files on the ELECT servers for 2020 (here) and 2021 (here). Note that the official CSV and WEB tally results for 2020 show significant differences, yet both are supposed to reflect the “official” results. That, on its own, is a significant issue that warrants further inspection. I’ve computed the deviations between both data sets for this locality, so it’s dealers choice as to which dataset you want to compare against. For 2021 the CSV results are the only ones available.

SOR and machine tape information was obtained by volunteers across the state going to their local registrar or county clerks office. For some counties complete datasets of both 2021 and 2020 election results were obtained, with hand transcriptions of tape returns as well as photographic copies of the originals. The results reported below are for a moderately sized York County and were derived from both hand transcribed results and photographic copy of the machine tapes for both 2020 and 2021. The Statement of Results (SOR) reports and change logs from the county do not document any issues that would account for the discrepancies below. There were no issues presented at the canvass (where the tapes and SOR’s are checked against the state database entries for errors) that would explain the results below that I am aware of. As noted above per my discussions with Walt, and with him providing the copies of the hand-count tally worksheets, we were able to address most of the discrepancies that I came across except for the discrepancy of the 2020 data with the CSV version of the official results posted by VA ELECT. In fact, Walt’s corrections made the discrepancy with the CSV results slightly worse, even though they fixed the discrepancies with the WEB based portal results.

Results:

The tables below show the computed differences of the VA Dept of Elections data minus the collected machine tape results, stratified by major candidate party. The 2020 results are for office of president, the 2021 results for Governors race. The 2021 and 2020 Web results were strictly positive differences, so there is no distinction between the Sum of the differences (the NET change) and the Sum of the Absolute Value of the differences (how many votes were affected). Whereas, the 2020 CSV results had some negative differences, so there are two different ways to compute the effects of these deviations.

The 2021 Governor’s race showed a smaller amount of % deviation from the machine tapes than the 2020 Presidential race for this locality, but still show non-zero differences. (Remember, there should be zero difference.)

It is notable to mention that in 2021 the reporting was changed such that absentee mail-in and early-vote totals are separated in the reported data. The 2021 In-Person Day-Of results were identical to the reported results presented by the VA Department of Elections, with the In-Person Early vote only showing a single vote discrepancy. Almost all of the differences are manifested in the Mail-In or Provisional ballots for the 2021 data.

Likewise for 2020 there is very little difference (a single vote again) in the In-Person Day-Of precinct totals from the reported results. Almost all of the differences can be attributed to Central Absentee Precinct (CAP) data when compared against the state’s official CSV report.

In-Person Early Vote records added after the close of Early Voting in VA 2021

Note: there has been an update and follow up to this entry that you can read here.

BLUF: There were 4632 In-Person Early Vote records inserted into the Daily Absentee List (DAL) records after the close of early voting in VA in 2021. There is no plausible explanation as to why these records should have been legitimately added retrospectively that I am aware of.

The RPV and candidates were made aware of this information at the time of its discovery (~Nov 8th), but I specifically held off on publishing this information publicly until the candidates who wanted to contest or perform recounts had a chance to do so and that process was completed.

The Daily Absentee List (DAL) is a view of the status of Absentee and Early Vote ballots that is maintained by the Virginia Department of Elections and is available to qualified individuals, campaigns and organizations doing Get-Out-The-Vote (GOTV) efforts, etc. It is continuously updated over the course of an election, and is useful for tracking the number of Early and Absentee votes and their status as the early voting period is underway. Note that the DAL only tracks the status of early and absentee ballots, not the vote totals.

Through VA RPV candidates and PAC’s that I volunteer with, I was provided access to the DAL data for the 2021 election and I ran daily analysis and statistics on the DAL throughout the early voting period. That access came in the form of a link to a downloadable comma-seperated-value (csv) file from the Dept of Elections website. I downloaded snapshots of the DAL repeatedly over the election period, and I archived and time-stamped all of those downloads.

Important Dates:

  • The first day of Early Voting in VA was Sept 17, 2021.
  • The last day to register to vote in the VA 2021 elections was Oct 12, 2021.
  • The last day to request a by-mail absentee ballot was Oct 22, 2021.
  • The last day of Early Voting in VA was Oct 30, 2021.

Note that individuals can request mail-in absentee ballots prior to this date, but ballots do not get “Issued” and sent to the voter until the candidates and the ballot format has been finalized.

The DAL records are generated via the information in the poll-books at early voting stations, as well as through registrars and other election officials manually updating information with respect to mail-in absentee ballots. When a person is physically checked into an early voting site in order to vote early “On Machine”, their check-in information is updated and viewable (usually by the next day) in the DAL download. The DAL record will have a new entry with “APP_STATUS”=”Approved” and “BALLOT_STATUS”=”On Machine” for the voter when this occurs. The actual content of their ballot remains secret until the votes are counted after the close of the early voting period, when the scanning machines are closed out and their totals are computed and final reports are generated.

For Mail-In Absentee ballots the DAL records begin with the request for an absentee ballot. If the voter is qualified and the request is approved (“APP_STATUS”=”Approved”) a ballot is issued to the voter (“BALLOT_STATUS=”Issued”). When the ballot is returned to the registrar its “BALLOT_STATUS” is updated to “Marked”. When the ballot envelope is opened by elections staff and the ballot is scanned into a scanning machine, the “BALLOT_STATUS” is updated to “Pre-Processed”. The ballot record stays in this state until the early voting period ends and the vote totals are computed.

If a voter who previously requested a mail-in ballot decides to vote early in person, they must either bring their mail-in ballot with them to be spoiled or attest that they have lost or destroyed the ballot. The mail in ballot record is then cancelled and the in-person check-in and DAL records update occurs as above.

In figure 1 below we can see the summary of the DAL entries for VA House District 10 over time that illustrates this process. As time progresses we see a decrease in the amount of “Issued” ballots as well as corresponding changes in the “Marked” and “Pre-Processed” totals. Independently we see the in-person “On Machine” totals increasing until it stops changing after the early voting period ends (Oct 30th). Note that there is approximately a 1-2 day lag in my ability to observe these changes which is created from the combination of the discrete times that the DAL report file is generated on the VA servers, as well as the discrete times that I was polling the url link to grab these updated files. The “Issued”, “Marked” and “Pre-Processed” totals continue to be adjusted as the registrars office receives and processes mail in ballots.

Notice that the “OnMachine” trace of figure 1 flat-lines after Nov 1st. This is as expected, as all of the Early Voting sites have been closed up and there are no more people physically walking in, checking in on the poll books, and casting In-Person Early Votes. Note that the the “Day-Of” voting machines and poll-books are kept as separate systems and data records from the Early Vote systems.

As I was constantly producing and reprocessing these plots I noticed something interesting was occurring in various localities and precincts. Figure 2 below shows the same plot from State House District 097 (Hanover County). Everything looks fine until we see an uptick in the total number of “OnMachine” records in the DAL file that was pulled Nov 5 from the VA Dept of State weblink. I have had discussion with multiple elections officials and officers, and I have not yet been able to determine any legitimate reason for this uptick.

To dig in a little further I went back and reprocessed by House Congressional District all of the DAL data. Each of the DAL files has application receipt and ballot receipt dates associated with each “On Machine” entry. These two dates are the same for “On Machine” In Person Early Votes and correspond to the day that the person to cast their vote. I plotted all of the ballot receipt dates for each category of countable ballots (“On Machine”, “Marked”, “Pre-Processed” or “FWAB”) as well as the Application receive date of “Issued” ballots for each pulled DAL file and stitched these sequences together into movie sequences. The result for State House District 097 is shown below. Notice in the last few frames of the movie, corresponding to the bump in figure 2 above, we see that the DAL file gets injected with approximately 750 entries that have a “back-dated” receipt date of Oct 15 and the entire “On Machine” curve jumps accordingly. The still frames corresponding to the DAL files I downloaded at 2021-11-04 21:15:42 and 2021-11-05 09:44:23 are shown side by side in the gallery below the embedded movie.

We also see this large injection of backdated records in HD055 (also Hanover County) during the same DAL file update. But in this case the backdated ballots have a ballot receipt date that pre-dates the start of early voting. I’m not quite sure how people could have walked into an early voting precinct and checked into a poll book before the early voting precinct ever was setup or opened. The video sequence and the still images from 2021-11-04 21:15:42 and 2021-11-05 09:44:23 are again presented below.

If we try to look at all of the DAL file updates since Oct 31 (exclusive, to allow margin for data lag) we find that as of this writing there are 4632 new “Approved” and “On Machine” records that have been inserted into the DAL data since the close of early voting. Even more interesting is the distribution of the BALLOT_RECEIPT_DATE that has been applied to these additional records. We can see the large spike attributed to Oct 15th in Hanover County that originally caught my attention, but we also see a large number of dates that are before or after the early voting period, with an underlying exponential distribution during the valid early voting period.

There is no plausible legitimate explanation for these additions to the DAL records after the fact. This is unlikely to be a clerical or human error, as the syncing of “On Machine” records to the DAL database happens near realtime via the poll-book systems. This is not an isolated poll-book that wasn’t shut-down or syncing properly, as it is occurring throughout multiple localities and precincts. There is no explanation or justification for why these insertions would happen nearly a week after the end of the early voting period. There is no explanation or justification as to why the BALLOT_RECEIPT_DATE entries are outside of the legitimate early voting period.

I give the tallied distribution of these injected DAL records, by date of injection, by Locality, and by Precinct in the csv files and tables below for reference.

Revisiting the VA 2020 Election Fingerprints: “Unmixing” the Virtual Absentee Precinct Data

After getting a pointer to the higher fidelity per-ward WI data and redoing that analysis (here), which was not only able to produce the election fingerprints but also a statistical model for each county that could identify statistically outlying wards for further scrutiny, I wanted to go back to the VA data and see if I could update that analysis to do the same thing. There is a problem with the VA data, however, as VA uses “virtual” absentee and provisional ballot counting precincts and collects all absentee and provisional ballots at the county congressional district level. That means that there is no direct mapping for the absentee or provisional ballots back to the precincts that they came from in the data published by the Virginia Department of Elections. What I really need to have is all of the votes (in person, absentee, provisional) accounted for at the per precinct level.

In theory, if the reported totals from VA DoE are accurate and truly represent the sum of what occurred at the precinct level, such a mapping should be trivial to produce with standard optimization methods. That doesn’t mean that such a produced mapping would be necessarily accurate to specific real precinct vote tallies, just that mathematically there should be at least one, if not many, possible such mappings of vote shares at the precinct level that sum to the results presented by VA DoE and obey all of the constraints due to voter turnout, reported absentee registrations and returned ballots, etc. One of those possible mappings should also correctly represent what the real votes shares were for the election.

Side Note: I’d argue that the fact that VA has tallied and published their data in such a way that makes it near impossible to transparently review precinct level results is reason enough to audit the entire VA vote, and needs to be addressed by our legislature. Even if there was absolutely no flaws, errors, or fraud in the VA election … the vote should still be thoroughly and completely audited across the state, and reporting standards should be updated to make inspection of the per precinct results transparent without needing to perform advanced algorithms as described below.

Previously I tried adjusting the “registered voter” counts for each virtual district by subtracting off the number of actual votes counted in person in their constituent real precincts. That method is accurate and produces self-consistent data for the “virtual precincts” which are summed at the county congressional district level, but it does nothing for being able to plot accurate fingerprints at the real per-precinct level.

But then I had an idea (ding!) after my discussions with Ed Solomon as to how to “unwrap” and distribute the Absentee and Provisional ballots from the virtual precinct sums back to the component real precincts. We can use the fact that we have the actual county level sums, and the real precinct level turnout numbers as constraints to perform a non-linear model fit that estimates the numbers of votes for Biden and Trump for each precinct that should be summed into the virtual district results.

Fair Warning: If you’ve been following my other blog posts, this one is going to get way more technical. I’ll still try to make sure that I include ample descriptions and educational cross-links … but buckle up!

Input Data:

The input data to this is the same as the input data to all of the VA Election Fingerprint analysis. Direct from the VA Dept of Elections, we need the per precinct vote tallies and the voter registrations numbers. We’d like the registered voter results as close to the nov election as possible. Links to the most recently updated versions of these files from VA DoE are below. I’ve made one addition to the standard dataset, which is that I’ve used the Daily Absentee List (DAL) from the 2020 November General provided by VA DoE to estimate the number of accepted and returned absentee ballots per precinct.

Description and Method:

We know the per county per congressional district vote tallies and registration numbers [note that I routinely just refer to this as the “per county” data, but its really per county per congressional district], including all In-Person and Absentee ballots. We can compute the per County fingerprint in the standard manner according to the methods in the NAS paper that describes the Election Fingerprint method, as I did previously here and here. We take the data provided from the links above and sum them into per county results, and creating a 2D histogram of the (% Vote Share for Biden) vs (% Voter Turnout).

I’ll mention quickly about how the Fingerprint above from the reported data appears to have significant irregularities and correlations that deviate from a 2D Gaussian. We see a central lobe with some very distinct intersecting curves overlaid. This distribution does not comport with the theory of a free and fair election. That is not the focus of this post however.

I (and others) would like the ability to accurately examine the data at the perprecinct level. We know the per precinct In-Person vote total from the VA DoE data, but not the per precinct Absentee votes for each candidate. Which means that the VA per precinct maps I produced before, while useful for looking at the In-Person, Absentee or Provisional votes independently, are not really suited for performing hypothesis testing for outlier precincts in relation to the election results as a whole. This is because the In-Person and Absentee votes share the same universe of possible voters (e.g. registered voters) with an unknown “mixing” coefficient (also known as a set of latent or hidden variables), and the Central Absentee Precinct (CAP) data from VA DoE encompass a number of summed component real precinct data. We also know that a large portion of the 2020 election was due to non-In-Person ballots, so this is a pretty gaping hole in our ability to understand what happened in VA.

We therefore need to estimate the number of additional (absentee or provisional) votes for Trump and Biden that should be attributed to each real precinct. Since we are missing important data from the VA DoE published data, we going to have to try and model this data using a non-linear optimization subject to a number of constraints. The desired end result of this is a self-consistent (but modeled) per precinct data set that accounts for all In-Person and Absentee ballots AND sums within each county congressional district to equal the per county fingerprints that we produced previously AND does not violate any of the expectations of a free and fair election (i.e. no over 100% turnout, no linear correlations in the histogram, etc). I will caveat again that this modeled result is only one possible solution to the “unmixing” optimization problem, albeit the most likely, given the constraints. If we can find such a mapping, then we have an existence proof. If the election was truly free and fair, and the data has not been manipulated, then there should exist at least one such mapping that can be discovered by the optimization process.

We’re going to perform this modeling under the following assumptions and constraints:

  • The total number of votes (In-Person, Absentee) allocated to a precinct should not exceed the number of registered voters for the precinct. Our optimization function will include a penalty when this is violated.
  • The total number of Absentee votes allocated to a precinct should not exceed the number of returned absentee ballots for the precinct (computed from the DAL). Our optimization function will include a penalty when this is violated.
  • The sum of the vote totals in all of the component precincts of a county congressional district should equal the data as provided by VA DoE (Votes Trump, Votes Biden, Total Absentee Votes, etc). Our optimization function will include a penalty when this is violated.

We’ll use the MATLAB optimization toolbox lsqnonlin function, which uses a Trust-Region-Reflective or Levenberg-Marquradt algorithm, and try and create this new model by finding the additive factors (x Abs Vote for Biden, y Abs Votes for Trump) for each precinct’s Biden and Trump votes that warp the In-Person dataset such that each precincts data incorporates the contributions from Absentee votes. We are also going to clamp each of the (x, y) factors to be greater than 0 and less than the total number of estimated absentee ballots per precinct. Note that if the only limit was this clamping we could still have 2x the number of allocated absentee votes since there are two variables, so this limit serves only as an extreme upper bound for numerical stability reasons and computation speed.

The objective function for the MATLAB lsqnonlin(...) algorithm is given below. I’ve also parameterized which penalties are to be included so that I can try different permutations.

Rsults:

I was unable to find a solution using ANY of the constraint permutations that satisfied mathematical consistency. While I was able to produce estimates of absentee vote share per precinct, none of the solutions generated fell completely within the reported turnout, reported absentee ballot splits, or other constraints as defined by the published and certified VA DoE results.

Based on the deviations otherwise observed and reported by VA DoE, an error threshold of 0.1% on reconstructed totals using the modeled absentee ballot distributions should be readily achievable, with exact matches the ideal and desired result . The closest solution I have achieved so far is off by a min of 0.35% (for reconstructed Trump vote total) and a max of 0.62% (for the reconstructed total number of votes cast).

I have issued on FB, Twitter and Telegram an open challenge and reward of $1000 to the first person that can provide such a solution. I do not believe that such a solution exists.

A bugfix, but still no solution found … (update @ 2021-08-17 3:19pm)

There was a bug in the objective function posted above. The penalty score for going over the number of registered voters per county and the penalty score for going over the number of registered voters in the precinct should have had a negative sign in front of them. This has been fixed in the program listing above. While the LM optimization gets much closer with this bugfix, I have still yet to find a solution that satisfies all constraints and matches the results reported by VA DoE.

The “best bad” solution I could find … (update @ 2021-08-26 0:09 am)

After weeks of running different variations the “best bad” numerical solution I can find still busts the constraints derived from the reported VA data. The error function code and the resultant images have been updated. The following deviations are the mathematical minimum amount of deviations that I could achieve using the Levenberg-Marquardt optimization. There does not appear to be a mathematical solution to the absentee unwrapping problem in VA that does not violate the published tallies from VA DoE. There *should* be an entire universe of possibilities. The fact that there isn’t one is near irrefutable proof that the election vote tallies certified by VA are egregiously flawed.

I’ve even made sure to not erase my errors and flaws as I found them but to acknowledge them and update my posts with corrections as I did the work in real time. I’ll happily debate and defend my analysis and the theory behind it, and if you can show me where I’m wrong or have mis-represented anything I will gladly correct it. This censorship by big tech is cowardly, totalitarian and demonstrably un-American.
